Cops are taught to shoot center of mass of a person basically until they stop moving. They are expected to do this and are judged according to that expectation.
Police is killing people because that's exactly what you expect of the police whenever policeman feels he's threatened.
In USA of course, not in many other first world countries.
There is a show called South Park where the two hunters find something they want to shoot (usually off season) and right before they shoot, they yell, "It's coming straight for us!" The animal, usually just grazing, looks up and has an expression like, WTF? The hunters use this tactic to get around hunting laws.
