For how long, with what potential corrective action on the part of the 'harasser'? What if this is a manager?

To what team? Does the new team get a say or even get to know why someone new is joining?
These requests just seem unworkable so here's my alternative.
"Any employee found to have engaged in harassment of another is to be terminated without severance"
