To me Quad9 seem a viable alternative for google/cloudflare
- no logging policy, iow adheres to GDPR
- global anycast service with Multiple points of presence around the world
- 99.999% uptime since 2016
- not opinionated: supports blocklist and 'no security blocklist' (9.9.9.10)
- supports ipv6
- support for dns over tls
- support for DNSSEC
- works with systemd-resolver
