On one hand I see unused bandwidth*time, on the other I see applications that want to use more bandwidth and can't because of the obscene monetary cost. So no, the central planning clearly does not maximize efficiency.
It does maximize the efficiency with which the telecom oligopoly removes the money from our wallets, though. I'll grant it that.
