Language question: are cookies something one normally 'drops'? I thought from reading the headline that they were somehow being fined for removing cookies. And it's not just the copy-editor's fault: the wording is also present in the article.

The technical term is "setting cookies". In this case the author might've decided to use "drop cookies" like dropping them in a jar. I might've used "pushing".
