Nothing of consequence here. They’re just pledging to support the European rocket jobs program, which is aspirational to maybe match Falcon 9 performance 10+ years from now, at which point it will be hopelessly out of date. There’s nothing here about the actual space race for access to non-terrestrial resources.
Depends. These are only first steps and we will see how much they will invest and how the money will be spent. With a bit of luck it won't be the next muddled in bureaucracy and corporate interests initiative and will be a push for something substantial.
