This doesn't surprise me, the governor of Hawaii is very big on business and growth, and has been working very hard to turn Honolulu into a small silicon valley.
I don't think this is necessarily the right way to do it though. Remote workers have jobs outside Hawaii so basically you're just flying in mainlanders to price out even more struggling locals.

Looks like it's only temporary relocation, so presumably workers would be residing in hotels or other locations typically occupied by tourists, rather than dislocating permanent residents.
My spouse and I would love to temporarily relocate to Hawaii and work remotely/vacation for a while. That said, last I checked, current travel conditions make this difficult. Also, we would almost certainly not choose Oahu.
This sounds an awful lot like indentured servitude.
