If the buildings on your street are still privately owned, you could convince the owners to stop renting to section 8 tenants. This is not an easy pitch since the FMR for a street that is primarily section 8 will be less than the ACH deposit you get from the HUD. If you can pull it off, in 2-4 years the values of the buildings will shoot up 50% along with the rents.
