I blame git providers for not giving very fine grained controls to repo owners to limit PRs.

The fact that GitHub doesn’t allow you to close pull requests for your project is a very strange choice. There are so many open source mirrors that literally write bots to close pull requests because they don’t accept patches through GitHub…
