As I see it China is just sampling a few of everything, and then observes how it performs. Can be seen by their massive building of high speed rail, which employs (almost?) every type of high speed train type from all over the world.
The same seems true for their nuclear plan. AFAIK they have or build at least one of everything that's available.
Gaining knowledge that way.
And then, after maybe 20 to 30 years producing the best combination of all that, with the gained knowledge.
