You have absolutely no chance of suing them because "future earnings" lost.
You might be able to sue them for pending money if they're keeping the money, if they've returned the money to the advertisers then you probably don't have much chance.
Them classifying you as high risk might due to a large number of factors, such as your user base (are your users young children who accidentally click on your ads frequently), the nature of your app, your ad placements, etc.
Are you tracking ad clickthrough on your own side? - in which case you may be able to see if there's any patterns that could have led them to ban you.
Your best bet at this stage is to review your apps, reduce any obvious risk factors and switch to another ad network.
they are mobile sites and ads are placed on top after site logo/header. this was the case for whole 3 years.
some of my traffic comes from other sites. it is not a link exchange but toplist style directory. but; this too was same since the beginning.
CTR results from stats panel at Admob were within the safe limits (roughly 0.70-0.95)
AFIK there was nothing to encourage non-voluntary clicking on ads. For example, ads on top were clear to understand as adverts. I've also had ad in the middle that had title [AD] written next to it.
I'm sure they might have found a reasonable reason according to their terms to close my account.
I don't think I have anyway of finding it out if they return revenue to advertisers. They do not let me login at all.
Can you sue them? Not likely. I'd bet dollars to donuts that their actions are fully within the Terms of Service you agreed to.
How much money they made off of you in the past is immaterial. As is how much money you might have made had they permitted you to continue.
They're interested in their longterm profits, which means maintaining the health of their ecosystem, and if that means pissing you off (and a number of other people in the discussion forum), I have a feeling they're OK with that.

Is it really unethical for them to follow rules they told you about in advance? You knew, or should have known, that at any point they could shut you down, and keep the unpaid money you "earned".

It sure doesn't look like robbery to me. Look on the bright side-- at least they are not trying to get you to pay them back money they may feel they improperly paid you for invalid clicks in the past.

i am pretty sure its a robbery. since the pending payments tab is something we have earned by displaying the ads in two months time (before they start processing our payments) , hadn't we be using them , we might have earned the same with some other ad network
I'm not disputing you, they can do what ever they wish. but my account never closed.
i've had only 2 issues. one was a single user content on the site which i removed within minutes. the other was number of ads on the page was 2 instead of 1.
I have been android app developer and been using admob for past 5 months to monetize my apps , since most of them are free.
My apps are in the android market , they are not a website that anyone/bots can access and since it works by google login , all my app users are actual human being so there is no question of invalid click activity
None of the apps have a high CTR or eCPM , my apps range between $0.10 - $0.20 eCPM , which is very low but since they have aggregate impressions of 20-30 million per month , they make up for the low eCPMs
None of my apps violate admob's policy , since they are in android market they are compliant with Google's content policies which is essentially the same as admob's
So i am having a hard time trying to figure out why my account has been banned ? and that too without explanation/prior notice whatsoever
An email explaining why they picked me would have been appreciated , but they have not yet responded to my email.
I will update the post when i hear from them , which i have a feeling is unlikely
Edit : On the side note one of my app offered a ad removal key for those who wanted to remove the ads from the app.
now since the ads are gone from the app , everybody is a premium user and my "Ad removal key" sales have come down to 0.
AdMob account disabled after years of usage (and funding)
We are one of the recent "group disabling" activities of Admob.
We have 9 apps with AdMob, which generate over 8 Million monthly impressions per month. We use these impressions to launch mobile marketing campaigns for reputable brands, actually --very-- reputable brands. Additionally, we paid AdMob over $3,000 to purchase ads on their network as well. What's funny is that we disabled cpc ads (we don't generate any revenue from AdMob, we sell the ad space our selves).
Yesterday, our account was disabled with no notice whatsoever. We lost the $3,000 we paid to AdMob, we lost our 9 Million monthly impressions, lost access to the ad space in all of our apps, and all our campaigns have all been stopped, our end clients are extremely angry and starting to sue us.
This is by far the worst unprofessional act I have experienced in the media industry.
