This applies only to drones with "standard" remote ID capability (as defined by the rules). This is because the standard capability also has a radio broadcast feature that functions without the internet.
Drones with "limited" remote ID capability would not be authorized to take off without internet (because they have no radio broadcast), and if they lose connectivity in flight they are supposed to land.
