They do/have. You have to be 13+ to make an account. This was apparently not enough to avoid a $170 million dollar fine [0] and now it's apparently time for absurdly vague but extremely threatening regulatory guidance [1]. Doesn't seem like there is much option at this point other than massive disaster response.
