Really? I wished they broke it down further than 1 second intervals... 99% of the websites on this list report 0 as their response time.

Ya, the page could use with more descriptions. The response time is given in milliseconds and the number beside it (most of which are 0) is the number of incidents in the past hour. An incident is a timeout, error or slowdown.
