Currently I'm experiencing that
1. Tweets that don't show all the likes it received;
2. User's "likes" page (https://twitter.com/[username]/likes) doesn't show all the likes they gave.
And it has been like this for more than 12 hours.
I'm not talking about just popular tweets/users: I can see this bug on basically any accounts. And I can find lots of people reporting the same on reddit [1] and on Twitter [2].
