I thought AAA studios would be in close communication with hardware manufacturers (Nivida, Sony, AMD, Microsoft, Ninendo, etc).

I imagine they are. But Sony and Microsoft have also made late-changes to what the hardware will be.

I don't know but a 50% reduction in performance seems more than a late-change.
