Why is it undervalued? because you decided it's so?
It's extremely valued, and even specified as a requirement for most positions (either explicitly or under "communication skills").
It's undervalued if you observe the amount of deliberate effort most engineers put into improving that skill compared to the benefits they would garner from doing so.
