Yes, it seems most people are unwilling to give up a concrete benefit to avoid a hypothetical threat. I think the privacy threat will only seem concrete when a higher percentage of people are expressing concern over it. I have not found a short, compelling argument that works for everyone, or even most everyone. The best approach I know is to tailor an argument to the individual in order to present the privacy threat they might most care about. Even with a tailored argument, I would guess that less than 20% of nontechnical people are swayed by what I say. I take hope in the fact that there is evidence societal norms can be changed by a surprisingly small minority[1].
