You're not going to be able to have a single IP address globally routed. Practically speaking, you can't own anything smaller than a /24 network.

A /24 is probably in the ~$4k range. No idea what a netblock with a cool/vanity IP might cost. Pretty sure all the single digit ones are impossible to buy, but there could be others that would be a premium above regular pricing.
