I feel like I am missing something here but are the things mentioned in the article (tail call recursion, first class functions) unique to LISP?

They seem available in other functional languages.

I was under the impression LISP was unique due to its macros.



Where do you think those languages got those features from? This story appears to take place in the 80s, incidentally.
