On: California to allow testing of self-driving cars without a driver present

What happens if a "self driving car" gets a speeding ticket? Who is liable? The owner of the car? The programmer? The manufacturer?

What happens if it gets into a wreck? Same question.

How do self-driving cars respond to police? Do they pull over?

Call me skeptical but it really seems like there are far more issues with this than we realize...
