Even though I don't agree with everything you're saying w.r.t government incentivization of particular social structures, I respect that it's as reasonable as any other political standpoint. However, it's objectively wrong to claim that such policies are in any way "small government"; you're just centrally planning the social structure instead of the economic structure. Don't get me wrong, it's definitely possible that this is a good idea. However, it's pretty much the definition of "big government".
