My very limited understanding is that 5G incorporates a concept of heterogeneous networks at different scales, i.e. the scale of the cell tower and the scale of a wireless router and the scale of a cheap sensor. In a way, there's another layer of abstraction over frequencies and carriers...in addition to whatever hardware level changes are involved.
