I know it's a generic statement.
My point is that Intel, the most important chip vendor in the world, knows very well how to make ICs. If they know how to make the best desktop and server CPUs, it's only a matter of will and time to translate that knowledge and expertise to the mobile market.
They also have more and better resources (money and engineers).
