The biggest pay gap is between different cities and countries. My girlfriend's sister is a junior developer in India and makes about $300/month.



$400 USD is equal to 26,766.18 Indian rupees. Adjusting for purchasing power parity[1], that will buy as much as $1,526 in the US, so her yearly salary is equivalent to just over $18,000. Which is still surprisingly low.

Note I updated the amount to $300 per month (after asking my GF again to confirm). She makes 20,000 rupees per month.
