In that case, they can write to the traditional Win32 API, just like Microsoft, Adobe, IBM and almost everybody else.
There's nothing stopping them.

Yeah; it's just going to mean the failure of the Windows store because right now nobody is writing games for UWP when it's as locked down as it is.
