I assume this is because the majority of facebook comments are from "friends" who are more likely to have been regular users already.

Indeed. It seems like new users like it, while (at least a vocal minority of) the old ones hate it. I'm not sure driving away regular users while gaining fresh ones is a desirable outcome of the redesign.
