I have. Honestly, the traffic didn't seem that bad for the largest city in the world, but I only stayed in the new part of the city and didn't see much of the old.

Rush hour and xmas season traffic gets horribad, that's going across the city though. Staying inside certain boroughs usually isn't as bad.
