I'm sure you have all seen it... typically this sort of nice guy, even experienced, but who has a tendency to work little (but has countless interests which keep him browsing during work hours), who under-performs in every task, who shows zero initiative or interest in making anything better by himself (everything has to be asked from him explicitly and should be easy) and who, in short, adds little value to the project/company/team.
You can't let go this guy even if that would be the best. You're not the boss, you're just a colleague who wants to help him (and yourself), because he's there to stay.
