Since most of the current/future apps will be adding location based events, we have just finished building an SDK that will allow developers to easily integrate the SDK and use it to set notifications they would like to send out based on users proximity to an event / place / person.
This will work with the user's consent; the SDK will even work when the app is brought to background or killed by OS (which is a HUGE problem for iOS)
Along side - we're developing a very simple associated dashboard for visualization.
