The terms of the bet don't refer to any specific artwork, only to the best image generating model. Hence, you are correct but it does not matter for the outcome of the bet under discussion.

It's because the left pixel is checked before the right pixel (the settling behaviour section). This is common in games where you handle movement input (left, right arrow keys) - if you press both of them you'll always go one way, because that way is checked first for movement.

As the baseline comparison of inflation rate to all other examples of "year-over-year" is pretty obviously skewed by circumstances, it would be potentially less misleading to the general public to say something contextual like "2021-over-2020" than "year-over-year".
