I've been using a framework with Fedora and so far the experience has been fantastic. The only cons I've noticed is half the battery life of my MBP and loud fans. I'm often near an outlet and don't do CPU-heavy tasks unplugged, so the framework has been all I need and I'm listening to music so I don't notice the fans. I would seriously consider a framework instead of HP.
Would love for an LA event, but I am not holding my breath. People in Los Angeles are notoriously flaky and rarely attended tech events before the pandemic. Went to my first IRL tech event since 2020 a couple of weeks ago and only two people showed up (besides the 6 organizers).

You could always install a different OS on your son's Chromebook since it would still have access to all of the school's software (through Chrome) and more. I'd recommend GalliumOS (https://galliumos.org/) since the drivers support audio and keyboard shortcuts better.
Ran GalliumOS all throughout college without any issue. A Toshiba i3 Chromebook + Gallium was easily one of the best laptops I ever had. OP - seriously consider this solution if it wouldn't agitate the school too much. Swap out the usually small (16GB or so) SSD that tends to come with Chromebooks, install Gallium, and you're off to the races. Might still be some weird compatibility issues/edge cases that are hard to predict; maybe run Gallium in a VM, log into your sons Google Classroom, and do some testing first.
I did a variation on this in high school, where the wife (in this case) would also have to choose you. So it was at what point you stop searching if your partner is also playing the same game. It makes more sense imo since you can't just decide that someone will marry you.
All candidates are by definition, candidates. Someone who you might be willing but they aren't, is not in the set of candidates. IE they have no bearing on this at all.
