I don't think there is a lot of people who think behavioral change is the only way to combat climate change.
I think it is the "minimal way" to combat it, it is necessary but unfortunately not enough. If we do not change this "always more, don't care for the externalities" mentality, even if we find a solution for global warming, we will hit other planetary limits soon enough.
That's the thing: it should matter, by law.
The big problem with the actual model, is that it doesn't take into account externalities (pollution, rarefaction of ressources, ...).
