I doubt that. Independent research paints a less clear picture. i would welcome it if the ticket were only free for workers, who suffer from one of the world's highest taxes and levies. It should not be available to welfare recipients.

Anecdotally I like them, and not just because it's Apple, seems like great hardware/software/industrial design etc.

But valid to be annoyed at it, Apple do tend to be quite polarising for people.

2x the budget does not seem too bad for such a big and useful project. Most projects should not be built at all. More annoying are simple projects like building a bridge or an airport that take forever.
