anytime gov'ts are "legally" given special powers under the purpose of eliminating some evil and aspects of said implementation are allowed to be secret, this power WILL be abused. Look at FISA courts for an example (Patriot Act) in the US. No secrets, FIOA requests should allow all to be viewed unredacted etc....
if one believes that this agency/law/act will not lower the "$10M" in the future I have some lake front property in FL to sell you.... Agencies are ALWAYS about expanding/taking more/pushing limits
They could lower it to 100k and it probably won't affect most podcasts. Any point below that isn't really worth the extra bureaucratic hurdle anyway as the author will file taxes anyway.

BTW if one does want to wear a face diaper please be sure to shave. Proper process in utilizing masks, rule number one that was NEVER articulated to the people. Any breathing filtration that depends on a seal with the face requires no stubble, facial hair etc.... and sure wear 2 of them.....
The problems with recycling plastic are well established. Multi generational heats even under the most beneficial boundary conditions will increase the moduli (brittle), slightly increase tensile, but in general the stress strain curve becomes less predictable with each heat (generation). Under practicable circumstances, waste plastic is full of many variations of additives (colorant, UV inhibitors, glass fiber etc...). All of the real-world circumstances make recycling on a large scale less feasible. There is a SPAC called "purecycle Technologies, PCT" if one is interested in following some of the latest research. Plastics are wonderful to design and mfg in the consumer product world but IMHO, the true cost of this material is not put on the front end and it should be due to the recycling problems
