For that they have to place bunch of ads, get through doomed-to-fail interviews with candidates just to comply with INS processes.
So tons of ads exists just to accomodate INS and nothing to do with your skills.
Perhaps the largest single economic boost they can do.
What's 'idiocy' is lambasting every economic support that comes along, all under the fiction that spending money (or forgiving debt) has a negative return.
