This is nonsense. Notice how the top of the hurricane is cut off.

You can make almost anything vaguely spiral shaped look like the Fibonacci spiral by overlaying that graphic and cropping & rotating until the curves are close enough.

Hurricanes always have a logarithmic spiral shape.

What would be really remarkable is if a hurricane were to look like an Archimedean spiral.
