Bush made the agency, & now budgets must be justified. With a lull in terrorism, they'll either have to fund new terrorisms (i.e. CIA funds making their way to ISIS[0]), or define it downward (like dropping the N-word in call of duty).

It is only the stigma around surveillance that's keeping them from expanding these efforts (faster) to phone networks, public transport, chain restaurants, and eventually all public spaces.
