You left out a few of my favorites... C/C++ and Perl. Just kidding ;-) they are my favorites but it's a bit crazy to expect an exhaustive list.
Of course, sometimes it's just easier to use a chainsaw instead of a scalpel, so I'd suggest considering the timeout utility(1) from GNU coreutils when ruthlessly hacking around. It has nothing to do with HTTP but should still get the job done in a pinch; albeit in a quick and very dirty way.
