They're going to have a hard time evenly enforcing this conduct when Apple and Google enter the field. Both of those companies have basically relied on aqui-hires to build their VR/AR stacks, hopefully they also have to answer for their peculiar "innovation" tactics.
This is more about penalizing for the past transgression on FB by the new FTC regime under Lina Khan. FB was able to get away with many borderline antitrust acquisition over the years from the previous FTC adminstration.
