It is unsurprising that the situation gets worse despite "modern" consequentialist approaches to combat racism.

This condemnation would have been uttered regardless of the behavior of police forces because the diagnose is to a large part due to the vanity of the accusers.
We have a lack of expertise in people being able to really judge police work. Not from the UK but a similar country. Our police has some problems with bias but the diagnose of racism is very inadequate. If you do police work and see daily cases of crime you will get certain opinions and some people may be in need of some perspective. Currently those people leading such discussions on the other side are infantile children in most countries I have read about the topic.
