A lot of the comments are about spamming your contacts, but I assume the common reason is to connect you with people you already know - if a phone number is in your address book, and that number is associated with an account, it can suggest that person to you as a friend.
Is there a better way to make that connection without exposing the actual number?
I don’t want suggestions. I’ve never needed suggestions on any social platforms I’ve been. I usually just ask my friends if they’re on it and what’s their handle.
I'd say by hashing but unfortunately the phone number space is too small. Maybe however Apple's Airdrop to contacts thing works? It's hashing with extra steps AFAIR.

This is a big issue. Every bush and tree I've added to my yard is a learning experience about what "ripe" means and when to harvest. The bright red plums are enticing to the eye but bitter and chalky. Perfect blue blueberries that taste like lemons.
Luckily, for those of us who prefer when film photography meant at least mostly actually filming things, there’s plenty of very good film and TV (and even more of lesser quality) to keep a person occupied for a couple lifetimes.
The "people stay inside, which makes crime rates lower" doesn't make sense. A mugger out to make some cash is going to hit SOMEONE, whether there are 2 or 20 people out walking in a town.
Staying in may increase your personal safety but won't decrease the crime rate. In fact in a "prisoner's dilemma" kind of way it probably makes the empty streets more dangerous.
