Does an observer imply consciousness?

I have read that 'observation' can mean interaction, ie, state transfer. You can observe light by photons hitting something, without that thing being an entity like yourself. I do not know fi this is true, but the article keeps using 'observer' as though the term is only a conscious entity like ourselves inside the universe.

If true, and if that is required for the universe to exist in its information-dense state as the article says -- what does that mean for the universe actually existing in its information-dense state?
