I see the same printed for how they would like to bring it in Australia - mind the person said to be in charge is still the same who was installed back the previous govt where a national register ID was touted as a means to remove reasonable anonymity out of social media - mind this came only a couple weeks after social media were forced to do something about BS from the then religo PM's best buddy in the whole world.

In fact under 16 ban doesn't need ID based approach, it just needs to be that all the intelligent software installed to track users and has been in the past demonstrated and is very capable of assigning advertising - such that if the user is going to or pretending to go to school, or young or appears to be young, it promptly stop the account (with a show cause they are in fact older) if they are within given country where a ban has been imposed. We as a collective are smart enough to know it's going to easy enough for any young social media addict to get around obstacles unless the ID approach is absolute - the absolute approach is a mistake IMHO. The better approach I think is pretty easy and not impose a high cost to the governing body:

Dear social media platform, if it's found the platform has quite clearly an under 16 aged kid with an account or such an account can easily be identified as such, the Powers That Be will be turning up, unannounced, without warning, with indemnity against any losses as a result, not with arrest warrants or fines, but tools to remedy the server platform compliant. Adults might now be deemed fair game as a product, but leave the kids alone until they are of age.
