'Read' notifications tend to be sent client-side, so it's possible on pretty much every platform. If the official client doesn't support disabling 'read' notifications, look for an open source client. If the official client is open-source, find a trusted fork.

when you receive a message on communication apps like whatsapp or messenger

One of the reasons I strongly prefer SMS and email is the lack of things like read notifications, typing indicators, etc.
