For the Secret Service PHB's: It's cheap positive PR, and proof they're "doing something", and maybe it'll be useful somehow.
For the worker bees: It's pretty harmless as PHB fashions go, and a bit of FUD for real hostiles, and a great distraction both the reporters and bottom-tier nut jobs, and a bit of familiarization for the inevitable day when they have to deal with a hostile robot or few.
