Downloading lists of addresses sounds too close to reselling Google Places data which would be against their terms-of-service. I deal a lot with geographic data and data licensing, Google Maps/Places is pretty strict. Maybe FourSquare, Yelp or other brokers allow reselling. Maybe you get around by only selling access to a too where the user assumed the legal responsibilty of download data but I wouldn't build a business around the data source.

"you must not pre-fetch, index, store, or cache any Content except under the limited conditions stated in the terms." (https://developers.google.com/maps/documentation/places/web-...) The limited conditions are basically to only display the result on a Google Map (not even other map providers are allowed).

What if the data was immediately served in the form of a .csv rather than stored?
