This person is confusing R&D with production engineering.
They both need to happen and they are done by the same engineers in the early life of a company when predictability is less important than pmf and survival, and they don't have the luxury to specialize their engineers
Later on, as the company matures and requires more stability, even though production teams (should) continue to look for innovation opportunities, they are no longer executed within their "scrum" context. At least not the uncertain research phase. That should get routed to separate teams dedicated to working on innovation and they most likely don't follow scrum methodology.
