Why is GitHub search so terrible?

It's worse than useless, since it's actively misleading.

I saw another thread where they tried to justify not indexing forks, but in this case, this is not a fork; it's one of the most-starred repositories on the entire site.

It's returning the correct results for me (or at least the line you posted is the very first search result). Who knows what's happening behind the scenes. You might want to try using Sourcegraph instead.
