Will countries/armies have their own AGIs and have them ‘fight’ each other? Will ‘good’ states flounder because they will input ‘ethics’ on their AGIs whereas ‘rogue’ states won’t be limited by anything?

Yes, no. Mostly polity manipulation rather than kinetic maneuvering, at least for now.
